THE HARBOUR BILL.

The Board has decided not to proceed with the new bill this Session. This bill is not one for rating purposes, but merely proposes a definition of the boundaries of the Harbour district and the reconstruction, of the Board so as to make representation fair to all parts of the district. It also proposes to vest some further powers of river control in the Board within the limits of the Harbour district. Alterations and amendments have delayed the bill until now it is too late to get it passed this session, and being a local bill, it is necessary that it should be advertised for three weeks before the second reading comes on. It is a matter for regret, we think, that the bill has hot been pushed through, but owing to the lateness of the session, members of the Board thought it would be only risking expense to proceed. The intention is to have the bill brought in the first thing when Parliament meets again.
