■» [per press association.] NELSON, This day. _ Mr Shepherd, the member for Wairacn, addressed the electors at Richmond on Monday night. Ho spoke principally on the land laws, National Insurance, railway route, and special taxation for railwoys. At the conclusion, he received a vote of thanks and confidence.
