CARLYLE TOWN BOARD.

The ordinary monthly meeting of the above Board was held in the Council Buildings on Monday evening last. Present: Messrs Milroy (chairman), Aitchison, Adams, Dale, Hirst and Taplin. Minutes of previous meeting read and confirmed. Inward and outward correspondence read—■including letter from Sergt. Whelan, giving names of persons complained against in previous report; from G. D. Hamerton, acknowledging receipt of deeds and forwarding others which had been registered; from Duffell Brothers, accepting lease from Mr McCarthy of section 4, block 40 ; from G. T. Potto, for permission to place two posts in front of building ; from H. E. P. Adams, for permission to substitute H. Chadwick’s ' name in lease of section 8, block 23; from H. Chadwick, to same effect; from Mis Schultz, Manutahi, applying for transfer of lease of sections 5 and 15, block 40; from R. Erskine, to same effect; from J. Kenworthy, for permission to place hitching posts; from J. Jackson, relative to drainage into pool on his land, which, if continued in the summer months, would probably produce sickness; from County

Council, granting permission to repair Taranaki Road; from P. Larsen, relative to lease of property—granted ; from D. M. Warren, to same effect—granted ; from J. Beamish, about deeds ; also asking for approach to hotel to be improved for veichles, as at present it was in a dangerous condition —to be attended to ; from P. Larsen, for improvements to Unthanks Road; from J. Gibson, for permission to lay drain pipes under footpath n n ar stoic. Report from Inspector of Nuisances stated that three horses had been impounded during the month. Report received. Proposed by Mr Dale, seconded by Mr Taplin, and carried, “That Mr Gibson’s letter re application to lay drain pipes in Taranaki Road be referred to the Patea County Council, and Unit he be allowed to lay drain pipes in Leicester-stroct subject to approval of working committee.” Report from Public Works Committee mentioned tiie clearing of lushes from Unthanks Road, also on Norfoik-street. On account of bad state of road to gravel pit the gravelling of footpaths on Unthanks Road and Staflford-strcct had been deferred. Report received and approved of. Proposed by Mr Taplin, seconded by Mr Adams, and carried, “That Mr Jackson be informed that this Board has no power to prevent drainage from the main road running into his property, and that ho be referred to the Patea County Council tor protection.” Proposed by Mr Adams, seconded by Mr Taplin, and carried, “That Mr Potto’s and Mr Kenworthy’s applications for permission to erect posts in front of their premises,be referred to the County Council, as the Board have no power to grant their request.” An amendment by Mr Hirst, seconded by Mr Dale, that the applications bo referred to the Comity Council, with a recommendation from the Town Board to accede to the same, was lost.

On motion of Mr Taplin, seconded by Mr Adams, permission was granted to Mr Brskine to transfer sections 5 and 15, Block 40, to Mrs Ellen Schultz, in terms of application. Proposed by Mr Taplin, seconded by Air Hirst, and carried, “ That the Board regret they cannot grant Mr Adams permission to transfer section 8, Block *23, to Mr Chadwick, as ho is under the age of 21.”

Proposed by Mr Dale, seconded by Mr Taplin, and lost, “ That the attention of the Inspector of Nuisances be called to the nuisance existing on section No. 7, Block 18, Carlyle, and that he be informed that this Board wishes him to take action against the responsible parties.” Proposed by Mr Ailchison, seconded by Mr Hirst, and carried, “That this Board, in the interests of the public health, request the County Council to prevent the water from the main road accumulating on section 7, Block 18.” On motion of Mr Dale, seconded by Mr Aitchison, the application of Mr P Larsen for improvement to Unthank’s Road, was referred to the Working Commmittee. Proposed by Mr Dale, seconded by Mr Taplin, and carried on division by 4 to 2 votes, “That the road known as Unthanks Road, bo named Victoria Street, by this Board, and inserted on the Town Board map.” Tenders for work on and about Cricket Ground were received. —. On motion of Mr Dale, seconded by Mr Hirst, and carried on division after amendment, tenders are in future to be accoinby a deposit of 10 per cent, on the amount of the contract. Statement of accounts for September, showed : Receipts—Balance Ist September, £232 6s 24d ; received during month, i‘3B 4s 2£d.—total, £270 10s yd. Expenditure during month, £2O 12s 2d ; leaving a balance of £249 18s 3d. Accounts passed for payment—W. Clarke, £3 ss; Patea Mail, £i 19s; G. D. Hamerton, £1 13s 4d; J. Kenworthy, IGs 6d. An account G. D. Hamerton advances, £l2 ss—was left for the Chairman to settle. The meeting adjourned.
