[Special to Press Ageucy.J LONDON. May 16. During riots at Blackburn and Burnley, the military fired on the mob and wounded some. Mills were burnt and windows smashed. The Australian cricketers arrived all well. An explosion at powder mills at Paris was followed by an extensive fire, by which twenty persons were killed. Lord Bussell is alarmingly ill, and is not expected to recover. At a meeting of employers at Manchester an arbitration was refused, and the original terms insisted upon. The Russians reinforced San Stcpbano with 30 battalions. Canada is taking precautions against Fenians. The Emperor of Germany is congratulated from all quarters on his escape from assassination. Baker and other English officers in the service of the Port are actively employed in the defence of the capital. Great reforms in the Lords. Cadogan stated that Bowen’s signing a warrant, for Treasury payments without Appropriation BUI was under consideration of Law Officers and the Colonial office. He referred generally to Granvilles despatch of 1870. May IS. A Frisco telegram states that the Russian Government have purchased the steamer City ot* Sydney from tlio X^ucilie Company, which sailed for Sydney last Monday, also the steamer State of California, launched yesterday, and that they are in treaty tor two other steamers. Telegrams from the Continent are more hopetrl. It is reported that Schoukaloff L convinced that it is Russia’s interest to yield to the Congress, which it is now expected will meet in spite of the trouble arising at Stamboul. The Turkish Government maintain that the Treaty, stipulates tiie surrender of Schumla and Verna fortresses to Bulgaria, not Russia'. The Russian army remains at San Stephano, and the British squadron at Constantinople. The intensity of feeling between the Port and the Russian Commandor-in-Chief respecting the evacuation of the fortresses is increasing. LONDON. May 17. The Secretary of Foreign Affairs, referring to Lord Hartiugdon’s motion, said the control of forces was secured to Parliament bv right to refuse supplies. ST. PETERSBURG!!. May 17. The Russian Press has assumed a more moderate tone. MELBOURNE. May 18. The Cable Conference has concluded. The resuit includes Glover's proposal for a duplication between Singapore and | Port Darwin ; also a second cable between Penang and Singapore,. with a subsidy of £32.000 annually, to be paid vateably by the different colonies, according to population. The Press rate is reduced one-fourth, and Government messages one-half. New Zealand and Tasmania get no advantage by the reduced cable rates. Nothing was done re the duplicate land line to Port Darwin. Tasmania and Queensland are dissatisfied with the airangoments. May 20. The Cable Conference decided to adopt Glover's recommendation. The second cable between Singapore and Port Darwin should avoid the Java land line. The subsidy to the Cable Company is not to exceed £33,400 for not more than 20 years. , The reduction on the present Press rates is to one-fourth, or 75 per cent. Wilson, the Tasmanian representative, attaches to his signature a memo regretting that the Conference declined to entertain the suggestion that the cable connecting Tasmania and New Zealand be treated as part of the general scheme of telegraphic communication with Europe.
