COUNTS COUNCIL.
The ordinary monthly meeting of the Patea County Council was held at the Council Chambers, Carlyle, on Tuesday, 7th August. Present—The Chairman (Mr Sherwood), and Messrs Kells, iloncyfield, Livingstone, Bridge, Kcnah, Middlemas, and Dale. Minutes of previous ordinary, special, and committee meetings were read and confirmed. Correspondence.—Letter from Government Printer, Wellington, stating charges for advertising in Gazelle. —From Fraser and Trcgcar, stating at what terms they would do the engineering of the County.— From Patea East Road Board, asking for use of room in Council Chamber.—From Colonial Secretary, asking for a return of officers employed in the County, with the salaries and allowances paid to such officers and to the Chairman and members of the Council.—From the Under-Secretary, re appointment of poundkoopers, and stating that fees which have boon collected up to the 30tb June, and paid into the public account, will be paid to the credit of the County and Borough funds.—From J. O’Sullivan, asking for the return of some money held by the Council.—From Cook County Council, asking co-opcration of Patea Council in securing the passing of a Bill this session with the object of amending Waste Lands Act, that the waste lands of the Crown may be vested in the Councils in which such lands are situated.— ifrom Patea Harbor Board, re fence destroyed through removal of gravel.—From General Crown Lands Office, stating that section 534, Patea District, and sections 338 and 140, Okotuku District, were vested in the Patea County Council.—From A. Winks, tendering resignation as member of the Council.—From John Kenab, re offer of Mr Johnston to supply gravel,—From R W. Foreman, re Manutahi Cemetery Reserve.—From Hawera Institute, asking grant of ,£SO. —From John Paterson, complaining of his treatment by the Foreman of Works, and asking that the sum of £ls (loss sustained through Foreman of "Works refusing to take over work when done) be paid him.—From Foreman of Works, in explanation of above. —From Patea Jockey Club, re leasing of Racecourse Reserves at an early date. Proposed by Mr Kcnah, seconded by Mr Livingstone, and carried—“ That Fraser and Tregear’s letter lie on the table.” Proposed by Mr Dale, seconded by Mr Kells, and carried—“ That the amount of £2O now in the hands of the Council, and belonging to Mr O’Sullivan, being the balance due on contract No. 8, be paid to him.”
Proposed by Mr Dale, seconded by Mr Kcnah, and carried —“That the application from the Patea Ease Road Board, for a room be granted, on the same terms as those to tiie Patea Harbour and Town Boards.” Proposed by Mr Livingstone, seconded by Mr Bridge, and carried—“ That the County make good the fence destroyed in taking gravel oil Harbour Board Reserve.” Proposed by Mr Dale, seconded by Mr Honeyficld, and carried—“ That a letter be sent to the Minister of Public Works, requesting that the Government shall decide what portion of the cost of maintaining the Waitotara bridge shall bo borne by this Council.” It was resolved that the request contained in Mr Dickie’s letter be complied with, subject to the work being to the approval of the Foreman of Works. The Council adjourned till 2 p.m. On re-assembling, it was decided, on motion by Mr Livingstone, seconded by Mr Bridge—“ That Mr Wright’s explanation be accepted, and that Mr Paterson be informed that his claim cannot be entertained.” Proposed by Mr Middlemas, seconded by Mr Livingstone, and carried—“ That the Chairman communicate with the Government re Recreation Reserves, and to ascertain whether they have been previouslj r gazetted for a specific purpose.” It was resolved, that the letter from the Jockey Club, lie on the table. Proposed by Mr Bridge, seconded by Mr Honeyfield, and carried —“ That the Council regret that they have no funds at their disposal for the purpose indicated in letter re Hawera Institute.” Proposed by Mr Dale, seconded by MiBridge, and carried—“ That this Council cannot agree to the proposal of the Cook County Council ; that the waste lands situated within each County should bo under the control of the different Councils.” Report of Foreman of Works road and adopted. Proposed by Mr Livingstone, seconded by Mr Sherwood pro forma , and carried—- “ That the Clerk be instructed to inform the Patea East Road Board that they must at once remove the obstruction from water table, and place a culvert at junction of Taranaki Road with Main Road, between Derritt’s farm and school reserve, Whenuakura Block, and also to make good the gravel destroyed by them on the Main Road at the same place.”—Ayes; Kells, Livingstone, Bridge, Middlemas, Sherwood, and Kenali. Noes : Honeyficld and Dale. Resolved—That the Foreman of Works be instructed to inspect the shell gravel on Mr Verey’s land, and report upon the advisability of using such gravel for the road when required. Abstract of receipts and disbursements for July, was read and adopted. Accounts were passed for payment.
Resolved—That an offer of 2d a yard be made to Mr Johnston for the gravel taken from his land.
Unsolved—That the Foreman of Works bo requested to report on the amount of damage done to Mr Palmer’s land during the late gravel carting from his pit, and report at the next meeting of the Council. Proposed by Mr Dale, seconded by Mr Bridge, and carried—“ That this Council will strike a rate of Is in the £■ on all rateable property within the County, at its next ordinary meeting, to be hold on the 4tb September. Proposed by Mr Sherwood, seconded by Mr Bridge, and carried—“ That in consequence of the rate book not having arrived in time to enable the rate to tie advertised, in accordance with Clause 40 of the Bating Act, it is hereby resolved that the time recommended by the committee bo extended to the slh Sept., 1877.”
It was resolved, that the time for opening the rale book bo extended from 20th August to 3rd September, 1877.”
Picsolvcd—That all communications to the Council must be sent in not later than the day previous to any meetings of the Council.
The Registrar of dogs was empowered to incur the expense necessary to sue defaulting tax payers, re clog rate. Proposed by Mr Bridge, seconded by Mr Dale, and carried—“ That when the Collector issues notices of the County rate being duo and payable, ho shall appoint a day on which lie will attend at Uawora, Maimtalii, and Waver ley respectively, to receive the rate.”
The Chairman was requested to write to Government, requesting an answer to letter of 23rd June, re appointing Mr Black Deputy-Registrar of sheep and cattle brands within the Patca County. Also, to write to the Colonial Secretary, suggesting that in the event of Government bringing in a Consolidated Impounding Act, it shall contain a provision for local bodies charging mileage in driving to the pound. Proposed by Mr Bridge, seconded by Mr Livingstone, and carried—“ That the Foreman of Works be informed of the amount of money available for expenditure on the main line of road, and that be be instructed to prepare specifications of works necessary, in accordance with the sum mentioned ; specification to be sent in at the October meeting.” Resolved—That for the future, conditions of contract shall state that contractors shall be responsible for (and repair) damage done to private property, in carrying out any contract under the Council. The Foreman of Works was instructed to thoroughly inspect the main line of road within the Count} 7 , and to prepare a special report, based upon the estimated amount of money available for expenditure upon it to the 31st March, 1878; report to be sent in before next meeting of Council. It was agreed that the present poundkeepers within the County be appointed ponndkeepers under the Council, The Council adjourned till Tuesday, 4th September. A special meeting was held after the above, when the following resolution was passed : “ That the main line of road from Waitotara to Tanngatara be taken over by this Council ; that a special order be made in conformity with danse 80 of the Counties Act ; and that a special meeting be called for Tuesday, 4th September, to confirm same.” A special mooting was also hold for the purpose of considering and making byelaws.
