NAPIER HARBOUR SCHEME.
AN ADVERSE REPORT. NAPIER, September 4. The report of Messrs Maxwell, Williams, and Blair Mason, engineers appointed to investigate the harbour scheme propounded by Mr George Nelson, is adver?e. It refers to the difficulty of maintaining the channel free from sand, whilst the engineers considered that the " risks and doubts attending the formation of a deep-water basin inside are so considerable that it does not appear a scheme which commends itself." Summarising the report, the engineers state : " Our final recommendation is that the board actively push on the completion of a breakwater harbour in accordance with the plan at- ' tached." The report definitely endorsed the prosecution by the board of the : breakwater 'scheme) and is an emphatic j confirmation of the policy so long advoI cated by* Mr J V. Brown, M.P., and j others. --
