The ex-Shah's departure has been postponed, owing to the discovery that his private estates in Azerbaiah are largely hypothecated to the Russian" Bank for debts contracted when he was Crown Prince. The Nationalists are anxious to avoid the control of the estates passing to Russian agents, and suggest an increase of the pension allotted to the ex-Shah if their control is ceded to the Persian Government, which is willing to liquidate the arrears.
