NEW YORK, August 6. i The bill now before Congress requires a wireless telegraph equipment, under a heavy penalty, for every ocean steamer carrying not less, than 50 passengers. LONDON, August 6. Mr Winston Churchill, President of the Board of Trade, is considering the question of the introduction of similar legislation. SYDNEY, August 8. H.M.S.
