AMERICAN PLANS HALTED RUSSIA’S NEW PROPOSALS WASHINGTON, Nov.' 29. Russia's proposal for a four-Power conference on the peace treaty for Japan brought to a halt to-day the four months’ effort launched by the United States for an 11-nation meeting to discuss a settlement in the Pacific, says the Associated Press. Further negotiations by the United States with her Pacific allies depend on whether she decides to go ahead without the Soviet. American diplomatic authorities said to-day that a decision had not yet been made. They forecast a possible effort by the Secretary of State, Mr George Marshall, to break the stalemate through direct talks with Mr Molotov and Mr Bevin at the Foreign Ministers’ conference in London.
