THE INDOCHINA BORDER SETTLEMENT REACHED OFFICIAL ANNOUNCEMENT LONDON, Sept. 26. It is officially announced by both the French and Japanese authorities that the Indo-China border incident has been settled and that fighting has ceased completely. Prior to the landing at Hanoi of almost 2000 troops, including a column of tanks the Japanese dropped four bombs on the native quarters, causing 15 casualties. The troops marched through the streets of Haiphong en route to a specially prepared garrison. A JOINT COMMUNIQUE TERMS OF AGREEMENT TOKIO, Sept.’ 27. (Received Sept. 28, at 1 a.m.) The Foreign Office released a joint French and Japanese communique relative to the Indo-China agreement, under which the Japanese Government has given the French Government an assurance that it will respect the rights and interests of France in East Asia, especially the territorial integrity of French IndoChina and French sovereignty over all parts of the union of Indo-China while the French Government agreed to afford the Japanese Army and Navy special facilities which are necessary for the prosecution of the latter’s military operations. A message from Chungking says that minor clashes are taking place between Chinese and Japanese forces on the Kwangai-Indo-China border. It is reported from Kwangai that the Japanese casualties were 1000 in the Dong Dang clash. A message from Hongkong states that the authorities refused clearances to British ships for Indo-China and recalled those that were en route.
