(REUTKR's TELEGRAM, PER PRESS ASSOCIATION.) London, July 3. The English harvest prospects are unfavorable. The crops have been partially damaged by excessive rains. A colliery explosion occurred at Blenacre, causing the death of 27 persons. July 4. The Chancellor of the Exchequer, in reply to a question in the House of Commons last night, said that he estimated the cost of the Zulu war at L 500,000 per month. The diplomatic correspondence in reference to the abdication of the Khedive shows that England and France have accepted the responsibility of the financial administration of Egypt, The Daily News ha 3 publiehed a telegram dated Capetown, June 25, detailing Cetewayo's overtures for peace. A High Commission and the Commander-in-Chief have agreed to grant an armistice on certain conditions, respecting the arrival from London of the terms of peace fixed by the British Government, and says that strong hopes are entertained that peace negotiations will terminate the war. July 5. Advices from Capetown state that Col. Newdegate has cleared the country of the enemy between Edgtegoye and Speake River. It is rumored that a fortnight's armistice will be declared. The troop ship Orontes, with the body of the Prince Imperial, has sailed. The arrival of messengers from Cetewavoat Britishhead-quartcrs, is confirmed. The House of Commons last night, without division, agreed to a motion for address to the Crown, for a Royal Commission on the distress in the agricultural districts. Sir Arthur Gordon has sailed for Levuka. July 7. Later Capetown news reports the advance of the troops from their position. Colonel Rowlands is now commanding Colonel Pearson's force, which is advancing on the Fort. Lord Chelmsford has almost effected a junction with Colonel Wood, who is likewise advancing. Berlin, July 3. The protectionist and conservative policy of Prince Bismarck has caused the resignation of the Vice-President of the Prussian Council of Ministers, the Minister of Finance, and the Minister of Public Instruction and Ecclesiatical Aifairs. July 4. The German Protectionist tariff commences on October Ist. DIBKOT .H'Si KALIAN XKWS. (special to press association.') Melbourne, July 15. Four armed men, headed by Captain Moonlight, the notorious criminal, and Piling, a released convict from Williamstown gaol, are believed to have taken to the bush in the Benalla district. July IG. Large payments have been received at the Customs in consequence of the approaching increase of duties. In consequence of a strike, there was no performance at the Princess Theatre last night. The Supreme Court has ordered the compulsory liquidation of the Provincial and Suburban Bank.
