Russia claims the cession of Roumania and Bessarabia. Roumania refuses. The question of war indemnity from Turkey is still unarranged, A new Turkish Ministry has been formed, DIRECT AUSTRALIAN NEWS. (keuter's special, per press agency.) Melbourne, February 5. The Assembly met to-day, Messrs. Murray Smith and O'Loughlin were sworn in, Mr, Berry gave notice of motion for to-morrow, " That in consequence of the inconvenience caused by the Council's rejection of the Appropriation Bill, payment of moneys voted by the Assembly be made without such Bill, in conformity with the practice in IgflS. A despatch was laid on the table from the Secretary for the Colonies approving of the Governor's action concerning the Payment of Members Bill. In the Council, Mr. Sladen's motion to send a telegram to the Queen re Ministers' memo, was carried, February G. A despatch from Lord Carnarvon to the Governor conveying the Royal assent to the Land Tax Bill says, " I approve of the attitude of strict impartiality you properly observed during the discussion."
