SPECIAL CABLEGRAM.
[FROM OUR OWN CORRESPONDENT.] * Dunedin, January 9. The following special cablegrams have been received by the Star : London, January 8. Lord Derby has informed Russia that England must participate in any peace negotiations. Melbourne, January 7. The excitement in Victoria is tremendous, and a revolutionary feeling has began to set in. One hundred and fourteen judges and the principal civil servants have been discharged, and public business is entirely arrested owing to the non-passing of the estimates.
