CIGARETTE PAPERS MISSING Per Press Association. DUNEDIN, November 18. There are indications that some persons have secured a big haul of a certain brand of cigarette papers without any expense. When a large case was landed from the steamer 'City of Canton, which is discharging American oargo at Rattray street wharf today, it was found that fully half the contents were missing. The case when shipped wis filled with boxes containing cigarette papers. The general opinion is that the pillaging wise carried out at some other port of call, and no suspicion whatever is cast on the local watersiders engaged in landing the City of Can tom's cargo. It is stated that the value of thq pillaged , paper* is over £OO. -
