THE APPROPRIATION BILL “A GROSS ACT OF ILLEGALITY,” SAYS TIM HEALY. By Telegraph—Press Association—Copyright (Received February 13, 11.40 p.m.) LONDON, February 13. In the House of Commons, Mr Tim Healy appealed to .the Speaker not to certify the Appropriation Bill providing for £1,800,000 extra remuneration to doctors as a money gill, on the ground of over-riding the Insurance Act’s provision of a State contribution of two-ninths. He characterised the Bill as one or the grossest acts of illegality ever perpetrated by a constitutional Government. Mr Asquith announced that the pay- > ment would be regularised legislatively, in the next session. . The Speaker promised to examine before certifying. The Bill was read a sjpond time.
