(Received February 7, 0.20 a.m.) LONDON, February 6The National Service League has ia» sued a manifesto in which it says: “Fel-low-citizens, the country is unprepared and invites attack. We do not propose conscription, but a democratic defence force based on the universal training of all able bodied youths, without distinction of class. No citizen is to be compelled to serve abroad, even in war time. Officers are to be promoted from the ranks on merit alone. Precautions would be taken similar to those in Australia and New Zealand to prevent employers penalising workers.”
