TO THE EDITOR OF THE NEW ZEALAND TIMES. Sir, —I want to know whether it ie proper Mr. Gillon should use his position as a Councillor to enable him to procure information as to whether or not Mr. Jeffs or any other man had paid his water rates, in order;to make a joke at his expense?—l am, &c. A Wokking Man.
