IN puisuanee of the Alcoholic Liquors Sale Control Act, 1893, and Amendment Act, 1895, I, Andiew Duncan Thomson, Eeturning Officer for the Distiict of Wellington, do hereby give notice that an Election will be held for the leturn of five qualified persons to serve as membeis of the Licensing Committee for the said district ; and that the latest day for leceiving nominations of candidates will be the 18th day of Maich, 1903; and that the poll, if necessaiy, will be taken at the seveial polling places of the said distnct on the 25th diy of Maich, 1903. T ADIES AND GENTLEMEN— We respectfully do oursehes the honour of soliciting your votes in support of our candidatme foi election to seats on the Licensing Bench for the Newtown Distiict. We aie. independent candidates, and not party nominees ; and do not, on the one hand, stand pledged to give paiamount consideiation to the interests of the " trade," nor, on the other hand, aie we disciples of destruction, aiming with preconceived notions at the annihilation of pnvileges bestowed on the community by law. It is a piinciple, happily lecognised as essential to oui hbeity and well-being, that all persons on whom anything in the form of judicial responsibility may be confened, should have minds free fiom extieme partisanship in lespect of the issues on which they may, from time to time, be called on to decide; lest the mei its of the cases remitted to their judgment be obscured by, and become a sacufice to partisan zeal. In other woids, it is a self-evident truth that freedom from strong bias in respect of any debatable question is necessary to secure sound and impartial judgment on it. Having expressed oui selves thus, it is not necessary that we comment on the extieme views for and against the " Liquoi question," which have been propounded on many occasions and in numerous places. If honoured by being elected to the positions we seek, we shall stienuously endeavour to justify the confidence of the electors. By way of briefly defining ceitain of our views, in respect of which the electors will piobably desire to be satisfied, we have to state that we would insist on — (a.) Strict compliance with the law. (b.) No mciease m the existing number of licenses. (c.) No alteration in the positions of licensed houses— that is to say, transfeis fiom one part of the district to another pait of it will not be approved, (d.) Generally, the rights of the public being fully lecognised and protected, with equitable consideration being extended to owners and licensees of hotel pioperty.
