Received Wednesdap 9 p.m. GENEVA,, March 23. j The French draft of 'the Disarmament Convention was prcsented to the preparatory- commission last night. It provides that any signatory who is the victim of aggression shall immediately he absolved from all limitations of armaments. The signatories must notify the League annually regarding the daily average of military, naval, aerial cffectives. The plan provides for a reduction of land armaments hy limiting the number of effectives servxng under the colours and the length of military service, but does not effect reserves. It provides for a reduction of aerial forces by limiting the total mqtcr power and cubic meters of dirigibles. Naval iimitation is effected by limiting the total tonnage of each country. The Little Entente has announced that they will/ also submit a plan. Herr Bernsd'orff, in the course of a statement said the Germans' role in the League was to help to attain an era in which the only war would be between the League and some aggressor. Thus war would be made practicaily impossible. This would necessitate preventing any Nation maintaining snfficient armaments against the League's combined forces, but each State I would be required to maintain sufficient to enable the League to act I against any aggressor.- Hence the i sole aim of the Disarmament Com- | mission should be to attain a reduc- j | tion sufficient to asure the effective- j ness of the 'League in case of* j aggressor.
