A delicate situation has arisen at Boulogne, where Lord Terrington has refused to appear at the extradition Court, stating' that the British Governmcnt had authorised him to proceed to England, and he was actually embarking when arrested. Terrington has appealed to Sir Jopnson Hicks to secure a withdrawal of tedious Fritnch extradition proceedings whereupon he will at. once sail for England.
