POLISH CABINET ISSUES DECREE (Rec. 10.35 a.m.) Rugby, Oct. 19. Planning for the punishment of German war criminals, the Polish Cabinet issued a special decree attaching criminal responsibility for crime committed in Poland after 31st August, 1939. —B.O. W. TRIAL OF HESS URGED (Rec. 10.35 a.m.) London, Oct. 19. The immediate trial of Hess is urged by the Russian newspaper “Pravda,” in a leading article on the punishment of German war criminals. “It is necessary to determine Hess’s present capacity. Is he a criminal liable to be tried and punished, or is he a plenipotentiary of Hitler in England, enjoying extra-territorial rights? To imagine Hess safe from the judgment of the people's tribunal for the duration is to close one’s eyes to the crimes of one of Hitler’s most bloodthirsty criminals ” —B.O. W.
