According to Hector Bywater, the “Daily Telegraph” Naval Editor, un Jess tlie forthcoming Navy Estimates provide for the early construction of at least six cruisers, two flotillas of destroyers, and twelve submarines our Navy in three years hence will be far below the standard strength postulated by the London Treaty, while by the date of the next limitation Conference it will consist mainly of obsolete vessels useless for bargaining purposes. He adds that it looks as though the Government is determined to leave its successors the thankless task of introducing a large and expensive shipbuilding programme.
