Thousands overflowed Westminster Abbey for the Boy Scout jamboree festival service, which was attended by representatives of 65 nations. Two thousand Scouts entered, led by Sir R. Three hundred New Zealanders attended Sir James Parr's reception at Mayfair Hotel. HOUSE OF LORDS (Received 25th Julv, 2.30 p.m.) LONDON, 24th July. The House of Lords passed the Colonial Development Bill. The Darling scheme, which proposed that a Minister of the Crown who was a Commoner should have the right to sit and speak in the House of Lords, though not to have a vote, was lost on the voices.
