H e declared that it was a mistake to encourage the migration of the conventional penniless and workless type of niigrants~wlm were no loss to the motherland and no gain to the dominions. ]f Britain wished to populate th ( > dominions, why not migrate second sous and otner members of well-to-do families who were prepared to prepay their passages and finance enterprises. "We, want men who can go out with moans of their own because they want to develop the Empire, not simply because they want to earn a living," he concluded.
