Moxdeka, June 7th, 1878. Deak Sib, — I wish to ask you <as) Chairman of the Education Board, regarding the voting power given under clause (J5 of the Act of 1877. Can it be, as it appears to be, that a voter can give his seven* votes to one candidate, or does it mean that he shall give one vote to the candidate he wishes -to elect and by not voting for any others, so. reduce the chance of their being elected^ * If the cumulative voting is allowed, as ijb -was. here last evening, and as the Acfc-apparentlyrpro-vides, it is a most vicious practice in my opinion, and I hope the Board "will 1 make their opinions known on the subject. I can hardly believe that 86 men, myself included, could let Such an extraordinary provision be made law. A candidate can by giving himself seven votes almost ensure his return, and be elected by himself^d one other. The thing seems to me aßsrird-j £nd though I was elected as one of the Committee last night, I thought fit to "state that Ishould write to you asking your opinion, but after reading the Act I am of opinion that it is according to Law. - . ,
