Melbourne, February 18. The Governor iv a speech at the Ballarat Exhibition banquet, said that no further light had been thrown on the crisis, and expressed his intention of observing strict neutrality in politics. lie would not do for Mr Berry what had been done for Sir James M'Culloch. Steps are being taken to place the defences of the port of Melbourne ou a satisfactory footing. The Victorian Ministry are considering what course they will pursue in the event of an adverse decision by the Imperial Government.
