- Melbourne, February 6. The Assembly met to-day, when Messrs Murray Smith, and Sir Bryau O'Loughlan were sworn iv. Mr Berry gave notice of motion for to-morrow that in consequence of the inconvenience caused by the Council rejecting the Appropriation Bill, payment be made without a Bill, in conformity with the practice obtained in 1870. A despatch from the Secretary of State for the Colonies, approving of the Governor's actiou concerning the Payment of Members Bill was tabled. In the Council, Mr Sladden's motion to send a telegram to the Queen re Minister's memo was carried. A despatch from Lord Carnarvou to the Governor, conveying assent to the Land Tax Bill, says:-" I approve of the attitude of strict impartially you properly observed during the discussion." The drought is completely broken throughout Victoria.
