London, January 31. A despatch from Mr Layard announces that the Porte has instructed the Turkish Commissioner to accept the peace conditions proposed by Russia. No reply has been received.
February 1. Mr Foster moved in the House of Commons a rejecting motion to the six million war vote. Mr Cross stated the object of the British Government was to secure a lasting peace, and if Russia's advance was persevered in, England's • demands must be fcsld aj? final. The debate was adjourned,
February 4. The debate in the House of Commons on the war credit was continued. Mr Gladstone suggested that instead of granting a special war credit, an address be voted assuring the Queen of the united support of the nation for the maintenance of British interests. Mr Gathorne Hardy insisted on the credit. The debate was adjourned in consequence of the Russians accepting the proposal for a European conference. Austria has invited the Signatory Powers to the Treaty of Paris to a conference at Vienna. February 6. Most of the signatory Powers have accepted the proposal for a European Conference afc Vienna. Russia claims tbe cession of Roumaniaand Bessarabia. Roumauia refuses to entertain the question. The war indemnity with Turkey is still unarranged. A new Turkish Ministry has been formed.
