London, Jan. 25. Sir Stafford Northcote will ask for a special vote for the army and navy on the grounds that Russia withholds the terms of peace. Earls Derby and Carnarvon have resigned. A war vote of six millions is asked. Admiral Hornby has been ordered to land marines and sailors for the defence of Gallipoli, and hold ready six of the largest vessels for despatch to Malta to bring temporary garrison. The Russian terms of peace include the independence of Servia, the increase of the territory of Montenegro, and a war indemnity of fifty millions ; the Russians to hold Batoum, Kars, and Erzerouni till the indemnity is paid.
