London (undated). Peace preliminaries were signed on the 25th at the Russian head quarters. It is, however, beiieved that the British Ministry will persist in demanding a special vote "Jot war purposes. A portion of the French fleet have left Toulon for the Levant. Warlike demonstrations with serious rioting have taken place at Athens iu consequence of the approaching peace without any concessions being made to Greece. January 28. The Russians are still advancing in the direction of Stamboul. Lord Derby has announced the withdrawal ! of his resignation. i Sir Stafford Northcote moved the special vote, and stated the Government were yet unaware of terms of peace beyond the basis sketched by Schowaloff to Lord Derby. These involved interests of gaeat magnitude. The occupation of Slamboul would seriously endanger the relations with England and Russia. The Sultan has authorised the British fleet to enter the Hillespont. Sir Stafford Northcote severely condemned any agitation which would docrease the prestige and influence of England, and concluded by asking the vote in credit and confidence. The debate was adjourned until Thursday. The San Francisco mail has arrived. The Rev. Staunton St. Giles has accepted the Bishopric o£" Brisbane.
