ITALY.

In Italy a considerable stir has been created by the surreptitious publication of an important document in the form of a Papal Bull, absolving the Cardinals from the oaths which bind them to observe the constitutions now in force, and permitting them to arrange for the election of a Pontiff before the death of Pius IX. Papal organs again pronounce the Bull a forgery, bat the Times published the Latin text of the Bull, dated May, 1873. It probably has cot been authoritatively issued yet.
