As is customary, instead of Roing to the Imperial Parliament, the Emperor called the members-to the palace, where he made his speech from the throne in the great white hall. The deputies present were for tho most part in uniform or in court dress, but iio representative of tho Social-Democratic Party, comprising more than onefourth of tho membership of the House, put in an appearance.
