Received Alonday 10.50 p.m. NEW YORK, March 20. The New York Times’ Washington correspondent says the replies of 42 Governors to President Roosevelt’s query on the Soldiers Vote Bill indicated that half the States might not use the supplementary federal ballot provided by the Bill which is awaiting the President’s signature, but almost all the States are planning to give members of the services an opportunity to vote in the primaries and the presidential election.
