A civic reception ia to bo accorded the new Salvation Army Territorial leaders, Lieu tenant-Commissioner and Airs Evan Smith, at 4.30 p.m. to-day at the Alunicipal. Buildings, and this will be followed at 7.30 by a. welcome from the local Salvationists and the gcneial public at the Citadel.
