BOMBING OF CIVILIANS.

CESSATION OF PRACTICE. LOYALIST OFFER REJECTED. BARCELONA, Jan. 29. The Republican Ministry of Defence anounces that the Government is willing to cease all bombing of civilians if the insurgents do likewise. A Hendaye message states that a semi-official insurgent broadcast announcement rejects the Government’s offer to cease civilian bombing, declaring that anj' agreement with the Marxist horde would dishonour the true Spain, fighting to establish a new order. It adds that the Government made the offer owing to the nationalists’ aerial superiority.
