POLICEMAN ASSAULTED.

SHANGHAI, Jan. 28. A member of the municipal police force, Sergeant Fleming, a Canadian, was trying to arrest a Chinese constable of the puppet Government today for riding an unlicensed bicycle when he was set on by a hand of Chinese compatriots and dragged to the Japanese police station. He was later released. The British Consul-General has protested to Japan against the censorship of commercial telegrams, refusing to admit that they should be censored like Press messages. It is understood that America is similarly protesting. The Japanese have agreed not to interfere with British coded commercial telegrams which have been certified by the British Consulate.
