CHINESE “INCIDENT.”
JAPANESE REORGANISATION. TOKIO, Jan. 28. Addressing the House Peers, General Sugiyama (Minister of War) said-that the. military authorities were convinced that extensive reorganisation was necessary. The employment of the large forces was required for long-term warfare on which the Chinese “incident” had apparently entered. Appropriate measures would be taken to that end.
