HOME OFFICE CONFERENCE. (British Official Wireless.) RUGBY, Jan. 30. Chief constables, magistrates, magistrates’ clerks, directors V education, and probation officers from various cities, with representatives of the Ministry of Labour, Scottish Office, and Unemployment Assistance Board, took part in a Home Office conference on juvenile offenders. It was announced that Professor Carr-Saunders, assisted by a number of university research workers, will conduct an inquiry into the records of juvenile delinouencv in various parts of Britain, with the object of finding the ejauses of juvenile offences and why 'Some young people reappear before the courts.
