MERCILESS PUNISHMENT.
TO QUELL MISBEHAVIOUR, SHANGHAI, Jan. 27. The Japanese authorities threaten merciless punishment to soldiers and sailors whose conduct tends to dishonour Japan or her- armed forces. This is welcomed as the first publicly announced counter-measure against misbehaviour. The naval spokesman to-day announced that Japanese ’planes raided Nanchang and destroyed 203 ’planes on the ground and shot down seven of fourteen Russian-built aeroplanes in combat.
Terrorist outrages, apart from five armed robberies involving the shooting dead of a Chinese gunman, have consisted of throwing hand-grenades at four different establishments suspected of Japanese sympathies. One servant was injured.
