LENINGRAD TO BE FORTIFIED.
DOCKYARD AND ARSENAL
LONDON, Jan. 25. Referring to the closure of the British Consulate at Leningrad, the Daily Herald’s diplomatic correspondent says that Leningrad, which is being converted into a great secret fortified naval dockyard and arsenal, will become a closed zone. No foreigners will bo permitted to remain, and the crews of foreign ships will be allowed ashore only in a limited area. New shipyards are being constructed, capable of building and repairing the largest capital ships. An immediate building programme includes three 35,Q(XM;on battleships, with ICin. guns.
