SURPRISE APPOINTMENT.
M. STALIN STANDS DOWN. Received January 18, 10.35 a.m. MOSCOW, Jan. 17. M. Kalinin (president of the Central Executive Committee) has been nominated as chairman of the Supremo Soviet Presidium, of AA'hich M. Stalin was also selected as a member. M. Kalinin’s appointment came'as a surprise to those expecting M. Stalin to become the head of the State, but it appears that he preferred to rule through tlie leadership of the Communist Party.’
