TO AVOID DIFFICULTIES. EFFECTS OF ANNOUNCEMENT. Received January 17, 11.10 a.m. ’TOKIO, Jan. 16. It will he observed that the Government announcement contains no declaration of war or mention of military action against Canton, which it was feared would create a delicate situation with Britain. The Domei News Agency says the immediate effects of the new policy will he a modification of the status of the Chinese diplomats and Consular officials in Japan, increased assistance by Japan to the provincial Governments in the Republic of China and the resumption of the military drive in China.
