Postal Congress.

Next Place of Meeting. (By Electric Telegraph—Copyright.) (Per Press Association.) ROME, May 24. At its last plenary meeting, the Postal Congress amended and adopted tne " chain-letter" proposal of Mr Chapman (Australian PostmasterGeneral). It was decided that next Congress should meet at Madrid._ The final choice lay between Spain and Australia. Tlie American delegate proposed Melbourne as the meeting.place, claiming that Australia was a young country which had made vast progress. Mr Chapman was much applauded for a speech in which he thanked the American delegate, and expressed the pleasure his remarks would give the Australian people and Government. He admitted that the distance of Australia was a drawback, but he hoped that by next congress the time of the voyage would be reduced by one-third. The British delegate supported the invitation from Britain's greatest colony. Japan and Canada also supported it. The French delegate, while thanking Australia, stated that the majority of the delegates favoured a European capital. Melbourne received seven votes, Madrid forty-three.
