Incidents of the War.
LONDON, September 28. | Four thousand Eussian deserters have crossed the western frontier since the war. If recaptured they suffer horrible brutalities. Some in Bessarabia resort to self maiming, even to chopping off thenhands and feet.
Firing has been heard at Saghalien off Cape Anwa, and it is believed that a naval battle is in progress. The volunteer fleet steamer Nijninovogorod passed the Bosphorus, en route to Port Said, flying the commercial flag. The vessel is without arms and ammunition.
