The Vladivostock Prize Court's Decision.

LONDON, September 21,
It is reported at St. Petersburg that four warships, purchased from the Argentine, have arrived at Liban,
Mr Hay sent a long despatch on the the 30th protesting against the1 decision of the Viadivostock Prize Court in reference to the Arabia's American cargo. Mr Hay asserts that in confiscating the cargo the^ settled laws of nations in respect to^what constitutes,contraband has been disregarded. It was impossible for the United States toacquiese in a principle involving".- the complete destruction of all neutral commerce with a non-combatant-population." The New' York Herald says Lord Lansdowne's protests have effected a great change. Russia is now placing the onus of proof of contraband on the confiscators. -
The' United Stetes is seeking to extend to machinery the treatment Russia has accorded to foodstuffs..
