The Wellington special correspondent of the . Auckland Mcrald writes :— The i speech of the Defence Minister at Wanganui confirms the rumor I forwarded to you a few days since, to the effect that - the Government would drop the " big loan policy " during the present Parliament and would take the sense of the country rtpon a modified plan of borrowing. It is said with some confidence today that the Ministry would ask for a dissolution m March or April, but that would be an unheard-of proceeding. There is, I believe, rid precedent for it. The Opposition would have something to say on such a question, and the Governor has no official knowledge that the Opposition would reject a loan policy if submitted to them next session. I think that the idea of going to the country before Parliament meets is not entertained by Ministers at present. I have heard enough to lead me to think that Mr Ballance is not the only member of the Cabinet who entertains the idea of asking for a dissolution at the earliest possible date. That there has been talk on the subject within the Cabinet I have not any reason; to doubt. However, this appears to be.beyond all doubt—that a loan policy, big or little, is decided ' 4 .^
