"DELAYED" TELEGRAMS.

FROM a Wellington paper we learn that thenew experimental arrangement respecting delayed telegrams will come into force on the 2tm of January. Telegrams of this class will be posted to the persons to whom they are addressed immediately after receipt from the wires, and delivered over the public counter, through pri vate boxes, or by first delivery by letter carriers, instead of, us at present, being delayed until the morning after receipt. Suth telegrams will still be subject to delays whenever the wires are occupied with ordinary and other messages which have a prior right to transmission. The charge for delayed telegrams will be sixpence if they do not exceed ten word*, ten words. beiag also allowed for addr S3 and signature. For every ad litional tv o words m the message one penny will bo charged, no fraction of a penny being receive:!. The arrangement may be changed at the end of three months, or varied m such manner as the PostmasterGeneral may direct. This provision is necessary, as it is possible that the new system may be found to cause too great loss of revenue, or m other respects to be defective. It will be seen that m a large number of cases senders of telepraphio messages willl attain their object at half the expense now necessary.
