ENGLAND DECLINING.
A very curious pessimism is being affected by a section of the German Pres9 with regard to die present and future of England. The National Zeitung assumes to believe that England's historical part as an international power is finished, and that it must be said of London as it was of Carthage, deleiida est, and for precisely similar reasons — England succumbing on account of her luck of military force necessary to the protection ot her too vast Empire. The Conservative Kreuz ZeiU ung adopts a somewhat similar line of assertion, and further accuses the English Press and English historians of having largely conduced to this state of affairs by haying sysematicaHy falsified the history of England and abused the confidence of their compatriots— who, says the Kreutz Zeitung, are at heart really noble and great— by making them belie re that England alone is uncohquered and invincible. '
