The Federation Enacting Bill.
DEBATE IN THE HOUSE OP LOBDS.
( kleotrio telegraph. — copyright.) (special to united press association) London, April 24. Dunne the debate on the second read* ing of the Federation Enabling Bill m the House of ' Lords,. Lord Derby said that the absentation of New South Wales from Federation might possibly raise a fatal objection to the measure. The action of the Government of that Colony was inspired by doubt and not by hostility to the Bill, and a clause had been inserted mainly to remove these objections, and he thought the colonists . would accept the decision of Parliament m the matter. The Earl of Delawarr considered that complete union of the colonies was impossible at present, although it would be madness to reject the scheme. He approyed of the objections by the colonies to secession which had been printed and circulated by their Agents - General. Lord Carnarvon, thought that the omission of clause 31, providing for the withdrawal of any Colony, would postpone Federation for years. Lord Bury said the Bill would be a leap m the dark pending the decision of New South Wales. The Times says that Federation without New South Wales would prove of little value*
