Borough Council.

The Council held its usual meeting last evening. Present — Crs West.J. King, Larcomb, Grace, Bentley, Hutcheson, Abrahams, Hawkins, and Park. Cr J. King was voted to the chair. The ininutes of last meeting were read aild confirmed. CORRESPONDENCE. The following correspondence was read and considered : — From the Colonial Secretary, advising the payment of £15 to credit of the Borough account for fines received under Borough bye-taws. From J. T. Stewart,District Engineer, stating that the letter from the Council m regard to providing an additional flow of water past the railway crossing, Mainstreet, had been referred to Mr Rotheram to communicate with the Council. From the Under- Secretary of Crown Lands m reply to a letter from the Council re withdrawal from sale of sections of land m Fitxherbert Block, informing the Council that the Wellington and Manawatu Railway Company had heen requested to withdraw sections 270, 271, 272, 273, and 274 from sale pending arrangements to be made by the Borough Council for a water supply, but intimating that the Government had no power to deal with the land without the consent of the Railway Company. Kesolved — That the consideration of the subject of the letter he deferred until it was known what the Mayor and Mr Macarthur, M.H.R., had done m reference to the matter. From G. H. Luxford, repeating his notice of the sth February, and informing the Council that as the injury to his. property was caused by the Council's servants his notice must be considered filial. From O. F. Hawkins, on behalf of Messrs Kibblewhite and Manson,requesting the Council to take proceedings to abate the nuisance caused by the drainage from the Commercial Hotel. Proposed by Cr Larcomb and seconded by Cr Abrahams — That , the drain m George-street be cut off from Mr Walkley's premises by the daymen, and the drain below same be dealt with so as to effectually abate the nuisance. Carried. From the Borough Solicitor, advising the Council that they had no power to withdraw permission to carry on soap works within the Borough when once granted, and that he did not advise a conditional permission to be granted, and enclosing draft bye-law for establishment and regulation of cab-stands, and enclosing cheque for £1 10s 3d re Ahenata. Resolved — That the question of permission re soap works be deferred to next meeting, and that the bye-law re cabstands be referred to the Public Works Committee. From the Clerk Manawatu Road Board, intimating that the Board considered the Council's charge for clearing willows from Kawau creek excessive and requesting more particulars. Referred to Public Works Committee. TIMBER SUPPLY. The following quotations for supply of timber to the Council were received and considered : — Richter, Nannestad, and Co., heart of totara, 15s per 100 f t; do second class, 12s do ; ordinary building timber rimu class, 5s Cd do; delivered anywhere within the town boundary. H. Adsett. — Heart of totara' for culverts, 17s per 100 f t; orinary building to--1 tara 7s 6d. Delivered ou trucks at Palmerston railway station. Warne and Beard. — Heart of totara, 15s per 100 f t; second quality, 12s ; building timber, totara, 6s. Delivered at Palnierston. • Proposed by Cr Larcomb and seconded by Cr West — That the timber required by the. Borough Council be taken for three months from Richter, Nannestad, and Co., at their quotation prices. CHARITABLE AID COMMITTEE. The committee reported that James McEwen had been sent to the Wanganui Hospital on the certificate of Dr Marriner, that he (McEwen) was suffering from contused ribs, probably fractured, and the committee had incurred Ml 16s 3d expenses. Also that Mrs O'Brien was still receiving aid as authorised by the Council. Received and adopted. FOREMAN OF WORKS. The Foreman reported tTiat during the month of February, 13 chains of road on Rangitikei-street had been formed and the crossing at Mr Fmnis' made, for which and other small works he had taken 140 loads of stripping from the Grey-street pit. That portion of Cubastreet had been metalled leaving about two chains more to be done. Had taken out a culvert m Fergusson- street and used part of same for making crossing a"t Mr Luxford's m Fergnsson-street. Had made a culvert for crossing m King-, street^ at Fire Brigade station . 14 chains of the drain m Main-street had been cleared out also part of Botanical road drain. He also informed the council that Grey-street from the pit to Rangi-tikei-streot was m a bad state and required metalling, and that as the metal would have to be brought along the street, and it would be impossible m winter to get along the particular portion of the street mentioned, he advised the work to be done and asked for instructions as to employment of man with extra horse. Kesolved that 6d extra per day be given to the man m charge of the extra horse. POUNDKEEPER. The poundkeeper reported that during the past month the total amount received for fees was £17 17s 6d, less amount paid to Impounders £A 3s, representing 140 beasts impounded. , INSPECTOR OF NUISANCES. •The Inspector reported that he had visited most parts of the town and had not cause, to give out many notices during the past month. Had inspected Mr Walkley's premises and found that the objectionable sewage filtered from a cesspit on Mr Walkley's premises into the drain alongside the Railway Line m Main-street. Although the solid ordure &c.,was removed by the nightmen whom he (the Inspector) had employed to clean out the dram (as it could not be taken away by the Borough cart) tha nuisance was as bad as ever. He advised that something should be done to abate the nuisance. He had given notice to Mr West re his cesspit which caused a nuisance m Rangitikei- street. Also to Mr Nathan to remove dangerous trees on Boundary Road, but he had not done so. DRAINAGE. Cr Hawkins handed m a memorandum from Mr J. P. Armstrong, stating that the available fall from the Square to Manawatu River is 26ft, so that allowing the pipes to be 6ft under ground at the Square 15ft fall will be got at the junction of Ferguson-street and Botanical Road, and sft from there tp the river through which latter part all the storm water will pass. The fall will be 10ft per mile m pipe, and Bft m outlet drain. PUBLIC WORKS COMMITTEE. The following minutes of the committee at a meeting held 2nd March, 1885, was read and considered : — Present — Crs West (chairman), Larcomb, and Hutcheson. The letters from Messrs Milverton and Carroll were considered, and it was resolved to recommend to the Council that Messrs Milverton and Carroll be informed that as a complete drainage scheme was about to be instituted the question referred to by them would be then attended to, the timber referred to to be removed,

Resolved —Tliatthe Foreman of Works be instructed to form the portion of East-street • between Church-street and Peigussou-street, and that he be empowered to employ n plough. liesolvcdr—That the Council be recommended to reply to the petition from ratepayers m Co II ego-street that as the Loan Huhemo is about to be considered, the work required by them will be executed with other streets m the Borough. ' Resolved — Tliat the Foreman of W«rks be instructed to carry out the necessary work m Terrace-street to prevent the water flooding the properties I fronting such street. [ Resolved—That with regard to the I application made by Mr Wiltshire and referred to this committee, that a hole be filled up m front of his property, the Council be recommended that if he is prepared to pay the cost of a culvert, to instruct the Foreman of Works to have the same placed iv the side drain and covered with gaavel. FINANCE COMMITTEE. The following minutes of a meeting of the committee held March 3rd,' was read and considered : — Present—Crs J. King and W. Park. The following accounts were cousi-. dered : —

Resolved—That the Council be recommended to pass the above accounts for payment. | Resolved—That it be a recoramenda-' tion to the Council that the Town Clerk receive £5 for overtime m compiling the Valuation Lists, and that £3 3$ of this sum be charged as charitable aid m connection with the adoption of McBwen's children, so that half of the said sum would be recouped by the Government. Resolved—That the Council be recommended to offer the . whole of the Borough advertising to both newspapers at the rate of. la 6d per inch each insertion. Cr J. King reported that he had parchased a draught horse from Mr J. C. Sly, of Karere, for £35, for which a Promissory Note at three months with discount added would have to be given. Several Councillors expressed strong j disapproval of the manner m which the Pound Board had been painted. One Councillor stating that to exhibit the writing on the board as the work was executed—for there was not a straight line upon it—would be a disgrace to the town. Proposed by Cr Abrahams and seconded by Cr Bentley—That all the accounts, except W. Harbott's, referred to m the Finance Committee's minutes be passed for payment. Carried. Proposed by Cr Hawkins and seconded by Cr Grace—That Mr Harbott's account be referred to the Public Works Committee for consideration. Carried. 1 Resolved—That the Government be j not asked tO-fintltrihuto Anything m cuunection with the adoption of McEwen's children m the way suggested by the Finance Committee. Carried. Proposed by Cr Grace and seconded by Cr Abrahams—That the recommendation of the Finance Committee, re advertising, be adopted. GENERAL. Cr Abrahams asked who had authority to put m the concrete blocks lying m the Borough. The Town Clerk replied that they were for boundary marks supplied by the Council, which the Government had j promised to be put m. Resolved—That the Clerk write requesting the Government to perform its promise. Cr Larcorab said that some of the licensed carters m the Borough wished to give their services with horse and cart iv payment of rates which they were ! unable to pay, and ho proposed—That they be employed' at the rate of 12s per day for the purpose allnded to. Seconded by Cr Bentley. Cr Abrahams proposed and Cr Grace seconded an' amendment—That no fresh labor be employed at present. Amendment carried. | Cr Larcomb gave notice of motion for j next meeting—That the former resolution that the work m Terrace-street be not done, bo rescinded. The Council then rose. I _. ____—
